toolbars are not final in beta

work is ongoing to resolve all the correct toolbars.

You can find preferences in Designer in the Window menu (that's where Eclipse keeps it). As the menus are still being refined, opinions on whether to keep it where Eclipse puts it or where Notes puts it would be very helpful!
